When Non-Working Time is drawn “In Front of Task Bars”, any Major or Minor column gridlines during those times will be overwritten.

When Microsoft Project draws objects that are going to appear on the Gantt chart, it does so in layers. The items displayed in the “background” are drawn on the lowest layer, and those in the “foreground” are drawn on the highest layer. If two elements are to be drawn in the same spot on the Gantt Chart, the one in the foreground will be the one that is displayed.

When Non-Working time is set to be drawn in front of the task bars, it is moved into the top layer. The gridlines drawn in the timescale are drawn in a lower layer. Thus Non-working time will always be drawn above the gridlines, making them disappear.
