SYMPTOMS
The Change Workgroup utility (STFSETUP.EXE) will not overwrite an existing SYSTEM.MDA file, but gives no indication that the SYSTEM.MDA file was not overwritten.
RESOLUTION
To have the Change Workgroup application create a new SYSTEM.MDA file in a directory that already contains a SYSTEM.MDA file, you must first remove or rename the existing SYSTEM.MDA file.
STATUS
Microsoft has confirmed this to be a problem in Microsoft Access versions 1.0 and 1.1. This problem no longer occurs in Microsoft Access version 2.0.

Steps to Reproduce Problem
- Start the Change Workgroup utility.
- Choose New.
- Create a new workgroup in C:\TMP\SYSTEM.MDA. (Make sure you have a TMP subdirectory first.)
- Repeat steps 1-3.
The process will be completed with no notification given that a new SYSTEM.MDA was not created the second time.
