SYMPTOMS
The first time you double-click a chart object embedded in a Word Processor document originally created in Works 2.0, you see the maximized spreadsheet view of the chart data.
RESOLUTION
To return to the chart view, click Chart at the bottom-left edge of the object.
Clicking outside the object boundaries to return to the Word Processor scales the spreadsheet or chart view back to normal. Subsequent editing does not exhibit this problem.
STATUS
Microsoft has confirmed that this is a problem in Works version 3.0 and later for Windows.

When you first open the document in Works 3.0 or 4.0, the chart will automatically be converted to a Works 3.0 or 4.0 Sheet or Chart object.
When this conversion occurs, the size of the spreadsheet is slightly misinterpreted, and this results in the incorrect (larger) scaling.
