SYMPTOMS
When multiple users who use mandatory profiles log on to a single computer, a message may appear saying that the user profile cannot be loaded and access is denied.
CAUSE
A mandatory profile is copied to a temporary file on the local computer when it is loading. When another user logs on, the temporary file is copied over. The above message appears when certain Windows NT components hold open incorrect registry handles after a user logs off. This causes the temporary file to be held open by the Windows NT Executive. If another user tries to log on, Windows NT tries to copy the mandatory profile over the temporary file, but cannot copy it because the file is being used by the Windows NT Executive.
STATUS
Microsoft has confirmed this to be a problem in Windows NT and Windows NT Advanced Server version 3.1. This problem was corrected in the latest U.S. Service Pack for Windows NT and Windows NT Advanced Server.
