SYMPTOMS
In Windows Vista, when you use Information Rights Management (IRM) functionality to create or to open a Microsoft Office document that has restricted permission, you may receive an error message that resembles the following:
Note This problem may also occur in earlier Windows operating systems.
CAUSE
This issue occurs if an Office program ignores the DRM_NEEDS_MACHINE_ACTIVATION error code that is returned by the DRMInitEnvironment function in the Windows Rights Management Services (RMS) API.
Office programs ignore the error code if the IsActivated method returns TRUE. In this situation, the Office program assumes that the computer does not require reactivation.
RESOLUTION
Windows Vista
A supported hotfix is now available from Microsoft. However, it is intended to correct only the problem that is described in this article. Apply it only to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next service pack that contains this hotfix.
