The legend on a 3-D Surface Chart will not display the correct information if the vertical axis has been reversed.

Unlike other charts in Excel, the legend on a 3-D surface chart does not refer to data series but to a value range.
Steps to Reproduce Problem
- Create a 3-D Surface Chart.
- From the Chart menu, choose Add Legend.
- Select the vertical axis.
- From the Format menu, choose Scale.
- Select the check box "Values in Reverse Order" and choose the OK button.
- The legend will now display improperly.
STATUS
Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning of this article. This problem was corrected in a later version of Microsoft Excel.
