Cannot Install Windows Operating System Without a Bootable CD or Startup Disk

SYMPTOMS

You cannot install an alternative Windows operating system if your computer does not support starting the computer from the CD-ROM drive, and you do not have a bootable Startup disk.

RESOLUTION

To resolve this behavior, create a Windows 98 Startup disk or a Windows Millennium Edition Startup disk on any Windows 98-based or Windows Millennium Edition-based computer. After you create the bootable Startup disk, install your licensed copy of a Windows operating system.
