SYMPTOMS
After you install the Microsoft Broadband Network Utility on a Window Millennium Edition-based computer, you receive the following error message when you restart your computer:
CAUSE
A third-party antivirus program is interfering with the installation of the BNU. The installation may have appeared to succeed, but in fact it failed.
This issue has been reported with the McAfee VShield Antivirus program.
RESOLUTION
- Download Windows Installer 2.0 for Microsoft Windows 95, Microsoft Windows 98, and Windows Millennium Edition.
For information about how to download and install this program, visit the following Microsoft Web site: Note Do not run this file until step 5 of this procedure. - Put your startup floppy disk in the floppy disk drive, and then restart your computer. If you do not have a startup floppy disk, see the "More Information" section of this article for information about how to create one.
Note If your computer is not configured to start up from the floppy disk, you may have to configure the A: drive as the first startup device in your system basic input/output system (BIOS). For information about how to change this setting, see your computer or motherboard documentation or contact your computer manufacturer. See the "More Information" section of this article for contact information. - At the command prompt, type the following commands. Press ENTER after each line.
- ren c:\windows\system32\msiexec.exe c:\windows\system32\msiexec.old
- ren c:\windows\system32\msi.dll c:\windows\system32\msi.old
- ren c:\windows\system32\msihnd.dll c:\windows\system32\msihnd.old
- Restart your computer in Safe Mode. To do this, restart your computer, press the F8 key repeatedly as the computer restarts, and then select Safe Mode in the startup options.
- Run the file that you downloaded in step 1 of this procedure.
- Restart your computer in the usual manner.
- Turn off any antivirus programs that you are running. For information about how to do this, see your antivirus software documentation or the Help files or contact the manufacturer. (See the "More Information" section of this article for contact information.)
- Reinstall the Microsoft Broadband Network Utility.

How to Create a Startup Disk in Windows Millennium Edition
- Click Start, point to Settings, and then click Control Panel.
- In Control Panel, double-click Add/Remove Programs.
- In the Add/Remove Programs Properties dialog box, click the Startup Disk tab.
- Click Create Disk to create the Startup disk.
Note You may be prompted to insert the Windows Millennium Edition CD after you click Create Disk.
- When you are prompted, insert a formatted floppy disk into the floppy disk drive, and then click OK to confirm that the contents of the floppy disk can be overwritten.
- When the startup disk creation procedure is complete, remove the floppy disk from the floppy disk drive.
