SYMPTOMS
In your Exchange organization, a subset of public folders does not replicate content to certain servers that are in the organization, while other public folders appear to replicate their content correctly. Replication messages for these public folders appear to indicate that they have not been received by the servers that contain a replica of the public folder. However, when you view the message tracking logs on the receiving server, you see that the replication messages were received by that server.
CAUSE
This problem occurs because of the way that server information is stored in the replication state table for the public information store. Rows in the replication state table may be incorrectly identified if a server name is 13 characters in length.
