SYMPTOMS
Exchange 2000 Outlook Web Access (OWA) clients may take a long time to log on to OWA, or the logon process may stop responding (hang) indefinitely.
CAUSE
This issue may occur when queries that retrieve maximum password age stop responding because of network connectivity issues such as issues that are caused by incorrect network configuration or by Windows Internet Naming Service (WINS) resolution problems.

To work around this issue, restart the OWA server.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

Exchange 2000 Server Service Pack 1, Exchange 2000 Server Service Pack 2, and Exchange 2000 Server Service Pack 3 all use Davex.dll to retrieve maximum password age. Davex.dll is designed to handle 10 simultaneous queries; then other queries must wait for the first 10 to complete. If a network configuration problem (such as a WINS configuration issue) keeps the Davex.dll calls from being able to communicate by using the NetBIOS names on the domain controller, the queries stop responding indefinitely. This behavior causes subsequent queries to wait also.
The Exchange 2000 post-SP3 hotfix that is presented in this article minimizes the affect of this logon problem by using DSAccess. DSAccess caches more local information and therefore reduces some of the network traffic.
To confirm whether the problems that you experience are related to network configuration issues, run Dcdiag.exe from the OWA server against the domain controllers that service the Netlogon request for the OWA server.
