SYMPTOMS
After you install Microsoft Exchange 2000 Server Service Pack 3 (SP3), a user who previously had the correct rights to change mailbox rights in Active Directory Users and Computers may no longer be able to change the mailbox rights. The user may also receive a "catastrophic error" error message when he or she tries to add an account to mailbox permissions.
With Exchange 2000 Server Service Pack 2 (SP2), a user must have three rights to change mailbox rights in Active Directory User and computers. These rights are:
- View only administrator on the administrative group
- Administer information store granted on the MBX store
- Write permissions granted on the MBX store
After you install Exchange 2000 SP3, a user who has these rights may no longer be able to change the mailbox rights.

After you install this hotfix, make sure that you enable the Read msExchMailboxSecuirtyDescriptior property and the Write msExchMailboxSecurityDescriptor property. To check the property, follow these steps:
- Open Active Directory Users and Computers.
- Right-click the OU of the users being modified, and then select Delegate Control.
- Click Next.
- Add the user or the group for which you want to modify mailbox permissions, and then click Next.
- Select the Only the following objects in the folder option button, scroll down the list, check the User Objects box, and then click Next.
- Verify that the General and Property Specific boxes have been selected.
- In the Permissions box, click to select the Read attribute.
- Scroll down in the same box, and then click to select Read msExchMailboxSecurityDescriptor and Write msExchMailboxSecurityDescriptor.
- Click Next, and then click Finish
