SYMPTOMS
On a computer that is running Windows 2000 MultiLanguage version and Microsoft Internet Explorer version 5.5 or above, after you install Windows 2000 Service Pack 2 (SP2), Internet Explorer quits immediately with an error message when you start it from the Start menu, and the desktop closes and restarts.
CAUSE
The method that is used by the service Pack Setup program (Update.exe) incorrectly reads file version information that is stored in the given file's .mui resource file counterpart instead of the correct file version for certain system files. During the installation of Windows 2000 SP2, Setup uses file versioning to determine whether or not a file should be replaced by comparing the version of the file that is already installed with the version of the file in the service pack. Certain system files that Explorer.exe relies on for correct operation, that were previously updated with the installation of Internet Explorer 5.5, are incorrectly downgraded to incompatible version 5 versions during the service pack installation.
RESOLUTION
If You Have Not Yet Deployed Windows 2000 SP2
To work around this problem, before you install Windows 2000 SP2, change the user's user interface to English. This allows Windows 2000 SP2 Setup to access accurate file versioning information during the installation and avoid the improper replacement of files that are installed by Internet Explorer 5.5.
If You Have Already Deployed Windows 2000 SP2
If you have already applied Windows 2000 SP2, reinstall Internet Explorer 5.5 or later to correct this problem.

To Integrate the Hotfix into Your Windows 2000 SP2 Installation Source
- If you are using a self-extracting Windows 2000 SP2 package, first unpack the package by using the /x switch (for example, w2ksp2.exe /x), which will extract the files contained in the package to the location you specify.
- Extract the files that are contained in the hotfix package to a temporary folder with the q301416_w2k_sp3_x86_en.exe /x command.
- Copy the hotfixed Update.exe file to the I386\Update folder of the Windows 2000 SP2 source files, and then run Update.exe.
