How to Activate License Server on OEM Versions of Windows 2000

SYMPTOMS

When you are using an Original Equipment Manufacturer (OEM) version of Windows 2000, you may receive error message 0X13A3. When this occurs, you are unable to activate the Terminal Services License server over the Clearinghouse, even if you apply the hotfix that is described in the following article in the Microsoft Knowledge Base:

256854 Terminal Services OEM License Server Activation Does Not Validate PIN or Recognize License Server ID


This occurs mostly with German OEM customers.

RESOLUTION

Use the following steps to activate the Terminal Services License server. Note that you must consider the environment in which the server will be used before you activate the server:

  • Terminal Services stand-alone or in a workgroup: Install the License server on the Terminal Services server itself.
  • Terminal Services as a member of a Windows 2000-based domain with Active Directory: Run the License server on one of the domain controllers (or else it will never be reached).

After you determine your environment, follow these steps:

  1. Click Start, point to Settings, click Control Panel, and then double-click Add/Remove Programs.
  2. Click Add/Remove Windows Components, click to select the Terminal Services Licensing check box, and then click Next.
  3. Click the appropriate domain model, and then finish the installation process.
  4. Install the hotfix that is described in Q256854, and then reboot the server.
  5. Start the Terminal Server Licensing tool, and then right-click the responsible server that you want to activate. After the Licensing Wizard starts, click Telephone as the activation method.
  6. On a computer with an Internet connection, go to the following secure Microsoft Web site and follow the process to activate a License server. Provide your business information and your product ID, which is displayed in the Licensing Wizard:
  7. Activate your server with the code that is generated.
