SYMPTOMS
When you try to rotate a window, the window may not move.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was corrected in Microsoft Visio 2000 SR-1.

Steps to Reproduce the Behavior
- Start Visio.
- Open the Office Layout Stencil.
- Drag a window onto the page.
- On the Standard toolbar, click Rotation Tool.
- Try to rotate the window by dragging the green circle.
Note that the window does not move.
