SYMPTOMS
When you start or shut down your computer, you may notice that your wallpaper is only visible momentarily, and is then replaced with a different wallpaper image. Even though you may have selected a different wallpaper image, you may still briefly see your original wallpaper image.
CAUSE
This behavior can occur if the Active Desktop is enabled. The Windows 95 Desktop is replaced by the Active Desktop when the Active Desktop loads during the Windows 95 startup process. Because of this, selections for wallpaper for the Windows 95 desktop do not carry over to the Active Desktop, but are replaced by the wallpaper you select for the Active Desktop.
STATUS
This behavior is by design.
