When you start your Windows NT 4.0-based computer, you may receive the following error message on a blue screen:

STOP: 0x00000074 (0x00000005, 0x00000003, 0x00000003, 0xC000000D) BAD_SYSTEM_CONFIG_INFO

This issue can occur if the Read-Only attribute has been set on a registry file.

To resolve this issue, use the appropriate method:

Windows NT Is Installed on a File Allocation Table (FAT) Volume

  1. Start your computer using an MS-DOS boot disk.
  2. Use the Attrib.exe command to remove the Read-Only attribute from the registry files located in the %SystemRoot%\System32\Config folder.
  3. Restart your computer.

Windows NT Is Installed on a Windows NT File System (NTFS) Volume

  1. Install Windows NT to a new folder or drive on the same computer.
  2. Start your computer, and boot into the new installation of Windows NT.
  3. Remove the Read-Only attribute from the registry files located in the %SystemRoot%\System32\Config folder of your original installation of Windows NT.
  4. Restart your computer.

The registry files are opened by the operating system very early in the boot process, and the operating system requires full control over the registry files to function as designed.
