Personalization Panel for Windows 7 Starter и Windows 7 Home Basic inplements premium personalization features for low-end Windows 7 Editions. It can bypass restrictions and provides useful UI - same as in Ultimate, for example.

Main Features
-Desktop Context Menu integration
-Language-independent/Auto-translation: All text labels are from Windows libraries and always be in your native language
- * .theme files support in both Starter and Home Basic. Everything can be parsed except Sound scheme (planned in next version)
-Can change Windows 7 Starter Wallpaper
-Can change windows and taskbar colors in Windows 7 Home Basic
-Useful access to related Control Panel applets

Remember, you have to use UxStyle (http://www.UxStyle.com) to get Third-party themes support in ANY edition of Windows 7.

Donating is a good idea, but I'd place the button somewhere in the corner instead.

Transparency is avaliable

1.Install uxStyle(http://uxStyle.com)
2.Apply Clssic theme
3.Replace aero.msstyles with my one: http://winreview.ru/request.php?40
4.Apply Aero theme using Panel
5.Tune up intensity to the left side
