You'll need a Windows Phone emulator to run it on your PC. About VMware, I'm not sure.
Also, you could've used Google first.

Re: Windows Phone on VMWare?
Microsoft provides a set of emulators for all the Windows Phone, Mobile and CE editions over the years. They are usually bundled with versions of Visual Studio as well.
Here is the Window 10 version:

Windows Mobile 6.5

Install the supported guest operating system in VMware (2000, XP, 7, etc) and then install the Phone/Mobile/CE emulator of your choice.

Download the Zipped VHD from the description. Extract it. Open VMware and create the VM as usual, but on hard disk selection, choose Existing Hard Disk. In file chooser, select All Files, and then go to the extracted VHD. VMware will convert it into VMDK automatically if you've installed VMware vCenter converter. If you do not have it installed, here you go: https://www.softpedia.com/get/System/Sy ... rter.shtml
Then, power on the VM, and...
ENJOY!
