Windows CE 2.11 CEPC?

Is it possible to build a Windows CE 2.11 CEPC that can boot in a normal x86 emulator or a hypervisor? I don't really know how to use the Platform Builder, so if anyone could tell me how it would be very helpful :) .

The thing is when I open PB there's no option to make a new OS Design or New Platform like in other PBs I have used.

Well I downloaded PB 2.12 and managed to build the CE OS image, however the guide is for making a physical CEPC, and I want to make a virtual CEPC to use in a hypervisor.

No matter if it is a physical or virtual machine, the architecture is the same CEPC x86. Device drivers are crucial. I have built WinCE 5.0 CEPC x86 which runs on real hardware and virtual machines: WinCE 5.0 on x86 CEPC

What I want to know is how can I connect the VCEPC to the PB and download the image. With Embedded Compact 7 I used VPC 2007 but it doesn't work with NT 4.0. I tried using VPC 4.1, but I don't know how to copy the image from PB to VPC.

I want to know how can I embed a boot loader into a hard drive which is able to load NK.bin without having to connect to PB and download the image. I tried using the Windows CE 6.0 boot loader, but it didn't work.

Edit: I got it to boot, but when it finishes booting I get this screen:
