On Windows 10 build 9841 Technical Preview offcial iso download link has a refernce to "Windows 9":

The refernce is "W9TPI" I think it mean "Windows 9 Technical Preview"
Microsoft has been named Windows 9 to Windows 10 before launch to the public the Technical Preview?

Build 9841 was complied on September 12, few weeks before the Windows 10 name was officially revealed.

I'm pretty sure it was already announced as "Windows 10" by the time 9841 was released. It was the "Insider" branding that came later.

Well the build had no references to "Windows 9" but before Windows 10 was revealed people thought the new Windows version would be "Windows 9" but it was not confirmed due to the cryptic Technical Preview tag, the Windows 10 name was probably a last minute effort.

It was found as an interesting feature that the string "Windows 9" is a marker of Win95 and Win98. So programs making this search would suppose the DOS-based version, and that's why 9 was skipped.

Even worse, Redstone was going to be Windows 9.1, and later 10.1 (although it remained just 10 when it eventually came out). People were referring to Windows 8 and 8.1 together as "Windows 8x". The same scheme for Windows 9 and 9.1 would have yielded "9x"...
