How do CALs work? do they affect the function of Windows server in any way?

CALs are really primarily if you plan to have users/machines connect to and use services on the server.
If you plan to use Server as a client OS, it doesn't matter. On 2k3 I set it to per device, per user.
How do they work? They are licenses for the server to have individual users. So you purchase a license for say 5 users and you can legally have five independent users connect to and use services on the server. In the case of MS Windows, you need one for each unique machine. That in addition to licenses for the Windows Server OS as well as the client operating system.
So, for a workplace of 5 users connected to a MS Windows Server you would need a license for Windows Server itself, 5 licenses of MS Windows for each user machine and a 5 user CAL. Which totals to 6 OS licenses and 5 CALs for 11 total.
