I have Windows NT 3.51 on VMware and I can't find any working video drivers, and also VBEMP doesn't work since it gives me a blue screen.

Yes because you failed to load the correct framebuf.dll. There is one on the vbemp website. Boot to vga mode and put that framebuf in system32.

It's not an emulator, it's a hypervisor.
86Box, for example, is a full emulator, and allows up to 1152x864x32bpp using the Vision964 PCI video card under NT 3.51.
