This includes Windows 3.0 MME files that can be installed on top of an existing copy of Windows 3.0 or 3.0a. The multimedia components have version 0.90.59.

Among the installed applications are several media editing apps, multimedia clock, media player, a debug pre-release version of Windows Help and a multimedia winver. All betas of course. There's also some code for sample apps as well as debug symbols, you can switch between nodebug and debug components with the included batch scripts. Some new control panel items are added, and a soundblaster card is configured by default for port 220 and irq 3. I tested it on 86box with soundblaster 1.0 on irq7 and it works (a drivers control panel item, like the one from 3.1, can change your device config).

This antitrust document has an overview of MME development and it says a beta version was scheduled to ship in mid-October 1990, so perhaps this is that beta release that got delayed a bit?
