This is what I found on the VHD Vault website. It's a Windows ME Dell OEM CD. commonly known as the blue cd.

This file is bytewise identical, (with the exception of added 0s at the end, probably just different dumping procedure) with my physical copy of the disk. In my experience using it on the original machine, it did in fact require a product key.
