Try emulating a 8088 at 4.77 MHz, which unlike the 16 MHz version, actually existed.

16Mhz 8088s do not exist. Go with 4.77Mhz and MS-DOS 2.0 or 2.1. (not any OEM version, MS official)

This version of Windows (Microsoft Windows Premiere Edition) was designed more for the IBM PC/AT (Model 5170) than the original IBM PC (5150/5160), since it was released in mid-1985 (after the IBM PC/AT's release) and was even clearly shown running on an IBM PC/AT in the picture from Microsoft shown here:
Even the Developer Release #5 was released after the IBM PC/AT and mentions running on an AT in the installation program. For Windows Premiere Edition, I would instead suggest running it on an IBM PC/AT (either real or emulated) and an 80286 CPU at 6 MHz, along with an IBM EGA adapter and a 20 MB hard disk drive. That is the configuration that I always use for running Windows Premiere Edition, and I have never had any trouble with it at all, so I would suggest for people to try that. If the COMDEX 1983 release or another similar release ever becomes available here, then I would suggest an original IBM PC for that.
