It's a reversal of the Windows 2000 startup sound with some track that was added at the end to make it sound cool.

I think that cool sound is the Windows 95 startup tone. Then a reversed Windows 2000 tone.

It originates from a Whistler theme for Windows 9x made by André Garcez.

By the way, I can also hear the Windows 98 shutdown sound at the beginning of it.

So,it looks like it's Windows 2000 startup sound reversed and Windows 98 shutdown sound speed up with some changes on both sounds.I played both sounds at right timing and it was the fake Whistler startup sound.

Sorry for necrobumping, but I felt like explaining the situation a little more since I've learnt more about this sound.

The startup is a mix of the 98 Beta 3 startup, the next level sound from Spring Weekend (a game in Microsoft Entertainment Pack) and the 2000 build 2000 startup in reverse. It's also worth noting that the shutdown is a low quality version of one of the BeOS startups.

Hmm, I always wondered where that sound came from.

For anyone interested, I think I found a link to download the theme it was included in. It appears to be for Windows 9x, and it does include the sound in WAV format.

There's some other stuff in there too, so check it out for yourself.

The sound is a mix of three sounds: windows 98 logoff (Reversed), level up sound from Microsoft Entertainment Pack: Puzzle Collection, Windows 2000 beta 3 builds 1983 - 2000 startup reversed
My favorite operating systems are: Windows 7 SP1, Windows Vista SP2, and Windows 10
