I've uploaded my WinDVD 3.0.38 Dell OEM disc image and scan to this site's FTP, If it's accepted, You should be able to download it as long as you have FTP access. If not, You can download it on my OneDrive

Here's the disc scan (Copyright date is 1999, But it's really from 2001, Also not the one used for the FTP upload.):

This only works on Dell PCs running Windows 98-XP, This will not work on non-Dell (HP, Compaq, Custom, etc) PCs, If you attempt to install this on a non-Dell PC, You will receive the "This is not a qualified Dell Machine" error due to this using a system checker.

it may help if you removed the white stuff on front of disk inc finger prints and then rescan it
im on cb/ham radio you can get hold of me on skip days/night 41LWC407 41 is section new zealand and LWC407 is my call sig on 27.385 mhz and thats chn 38
