I'm using an iMac 21" running OS X 10.9, but I wonder, what's the best virtualization software for it to run beta's? I'm now using VMware Fusion, but it doesn't support sound on Windows 98 first ed. and drivers won't install in some beta operating systems.
Is there anything better out there to virtualize beta's on Macs?

My 100th post
There are 2 main softwares for virtualization on OSX
1 is vmware fusion
the other one is parallels desktop.
I believe vmware fusion is better.
The guy's trying to switch OUT of Fusion. Virtualbox and Parallels are some good choices, but Qemu could also be considered. If you go towards Vbox, use an older version like 3.2 because the version 4 line is a bit sketchy.

Windows Defender for great justice! Bugs are an international trading company. I need to defeat the anti-debugging and obfuscation methods. It wasn't for Intel's absurd ability to load in ie6. Why even waste time with people in an envelope?

Ever consider that 0x7b is a code associated with hardware/boot incompatibilities? I and several others have managed to install the whistler builds. You just need to config the VM right or use proper hardware. (if trying on a real machine)

VMware has better USB visualization. It's still a disaster in VirtualBox. Parallels is nice if you only need Windows 7 / 8 on your Mac. It has features specific to that use and targets that.
I'd go VMware, and VirtualBox if VMware gives problems
Has anyone had any experience installing Windows 95 or 98 on VMware Fusion? I am considering purchasing Parallels 10 or Fusion 7 (leaning towards Fusion) to run these older operating systems.

It's not too much different than installing it on VMWare Workstation. I'd go with Fusion over Parallels any day of the week.

You have to format the hard disk in ms dos as fat32 then boot with windows 98 se disk then insert the whistler iso image then type E: then type i386\winnt.exe then hit enter and then install whistler.

I think that there is a bootdisk somewhere that formats for you, although I'm not sure.

There is a boot disk made by KenOath which does just that.

I was able to get Windows 98 SE to run fine on VMWare Fusion 7 for Mac. You have to create a machine with 1 processor core, all IDE devices (SATA didn't even exist back then), less than 2GB of RAM, and a hard drive less than 32GB that is pre-allocated. The CD-based installer does a scan disk of the new partition before installing Windows, and it doesn't like the expanding disks.
As for sound, you need to install drivers for a Sound Blaster PCI 128. Here's a link to drivers that worked on my VM:
