I don't think you can. There's also a high possibility that the picture you linked is fake, but I can't say for sure.

Not possible at all. There's no Chicago Build 34 which is available AFAIK and yea, image is fake.

It's not possible to make the taskbar work like anything else other than what it acts like in whatever build you have.
I also highly suspect that image of being fake too.

Well, you fake the static image in Photoshop. You can't do this real-time in a build.
