General Distribution Release 3 was not supposed to be something that Microsoft had planned , but it was released because of the delay on releasing Windows Phone 8.1 at that time.
Windows Phone 8.1 , which was announced in Microsoft's Build Conference in San Francisco on April 2 2014 and was released to developers on April 15 2014 , adds a slew of new features, including tighter integration with the cloud , Action Center as well as the Microsoft Account system and other updates. On August 4 2014, the first update to Windows Phone 8.1 has been distributed to developers participating in the Windows Phone Preview for Developers program.
