Windows 98 Build 1602 Logon Screen
Long story short, I had to create a user account in 1602 (due to Setup not creating one). After I created it and rebooted, I got this:
I can confirm that this is not in any build post-1624. Can anyone tell me if this is exclusive to 1602 or not?
EDIT: To clarify, I installed this in VMware. During hardware detection, Setup got a BSoD, so I rebooted. After the reboot, Setup finished successfully, but did not create a user account. I got this logon screen after I created my user account from the Control Panel on the first boot post-setup.

It seems like it does not work past 1624 or when Setup completes normally without any errors. (Tested with 1629, 1666, 1687 till 1900 (RC4) and 2150.4.) I got it by complete chance. Why is this even here in the first place? Were MS trying to update the logon screen for Windows 98, then scrapped the new design in its early stages? I'm going to try 1593 and 1619, as they're pretty similar to 1602. I may even be able to reproduce the BSoD on those builds.

Probably prototypes of new login screens, since I can see the RTM one is a bit less user friendly. I was able to make it show up, but using the traditional way of doing it. I don't really think it appeared because of a crash. What I did, is after setup finished, I just created a new account with a password, and this popped up:
It's also worth nothing that 1602 contains a lot of goodies, like a message box, after closing the welcome page, asking you if you want to make it show up again after another reboot, with a windows icon. It looks nicer, than the standard checkbox found in the RTM of Windows 98. Who knows what other goodies 1602 hides, but anyway good find Courage!

Appearantly my VM is deleted, so I will install it again right now.

That dialog box is there until 1629 and maybe even 1658 (1650.x's 'Welcome To Windows' crashes at every startup). You'd think MS would hide prototypes in interim builds distributed internally, not a major release for wide audiences. (Granted, Beta 2.1 wasn't as wide as Beta 2, but still..)

Well, there have been prototypes in many builds so far I remember (Not specifically 98). UPDATE: Indeed, 1602 is the latest build that has this logon screen. 1619 and 1624 do not have it.

Seriously? This isn't anything remotely new. This is in the final in both Windows 98 and Me, and although I cannot test it right now, I suspect it may very well be present in both 1619 and 1624. What you're looking at is the "Microsoft Family Login" Client. What you guys have discovered is a small nuance that earlier builds switch networking clients upon creating a user.

I'm pretty sure that only 1602 had this quirk during my testing. Wasn't the Microsoft Family Logon available as part of the Windows Desktop Update, or something like that? I'm not completely sure since it has been quite a while since I've seen this, but that might explain why you don't see it on machines without at least Internet Explorer 4.0 installed.

Nope.
