Hi any software exist that will let me setup web virtual machines (and its for Linux) (I would like to create 9x virtual machine and then host this somwhere (I already have VPS) so I would just run it and play (no need for downloading VHD/VMDX and then install Vmware or Virtual PC to run))
Any Ideas
I think that it would be great if you could just click and run and then explore (windows 3.1 for instance) in your browser

I am not sure , but maybe Virtual Server 2005 in Wine could work.

There are emulators that run in browsers. They are not virtual machines, and don't exactly offer wonderful performance.
Fabrice Bellard's JSLinux: http://bellard.org/jslinux/ (takes a long time to boot)
Copy.sh Virtual x86: http://copy.sh/v86/ (he included a Windows 1.01 disk image with the mouse hack on the site!)
The second one may be able to run 3.1.
EDIT: To give an idea of the performance of V86, the arch linux is laggy, and it takes about 2 minutes 30 seconds to get to loading the NT kernel on NT4.0 (and this fails). If you want to play around with Windows 3.1, this could be interesting.
