I have been searching for this for quite some time now...
As for torrents and FTPs, NT 3.1 builds are old, and it will give me 0 results. :(
If anyone happens to have it in their collection, please scan, dump, and upload it! :)

it is in the BA FTP through the MSDN Collections, look for CD6 in the April 1994 one (MSDN Development Platform)

except the x86 build there is the checked build. I believe the alpha axp build there is fre though.

EDIT: oh wait, that screenshot is I think also of the checked build...
