There are additional versions available from the I-Shou University FTP in Taiwan:

Nero 4.0.3.0 from May 1999 is the latest for Windows 3.1.

Keep in mind you'll need Win32s for the later versions of Nero on Windows 3.1.

The latest version of Win32s (February 19, 1996) is available on the Microsoft FTP: PW1118.EXE.

Thank you for your help now I have additional questions. Can the latest versions of nero also play CD+G and can versions even older then 3.0.2 play them also. I guess I'm asking can all versions of Nero play CD+G. Do these old versions of nero need to be purchased or do they offer a trial.

According to this relatively recent thread from the Nero forums, Nero does not support creating CDG files, only playing them: http://forum.my.nero.com/index.php?showtopic=6638
