Windows NT 3.1 Build 438 "The system is not fully installed"

Here are the specs for the emulated system: (on one terribly outdated version of QEMU: The latest ones don't work for me- don't ask why.)
32 MB RAM
1024 MB Hard disk
QEMU is set to emulate an ISA 486 system.

I am trying to run NT 3.1 Build 438 on this. After running through the first 2 phases of setup and booting into GUI mode, I get this:



I tried to install it from the beginning twice, and this always happens. I tried searching for this error and I only got results for Windows XP.

Why does this happen and can anyone help me fix this problem?

well the hard disk should be set to at least 500MB and not 1024MB (1GB), also, use VPC2007 for it.
For the CD-based setup: patch setupapp.exe and inject the Aztech IDE CD-ROM driver.
GUI Setup: fix setup.inf and initial.inf to return the cpuid to I586.

Thanks! I know about the fix for VPC2007, but I was feeling very lazy at that time to do so.

how are you starting Qemu?

I like to do something like

-M isapc -m 16 -net nic,model=ne2k_isa -net user -soundhw sb16,adlib,pcspk -cpu 486 ........

My hardware config is like that except for the sound.
I use the ES1370 speakers.
