The Enterprise Preview ISO is available in: Arabic (Saudi Arabia), Chinese (Simplified), Chinese (Taiwan), English, French, German, Japanese, Korean, Portuguese (Brazil), Russian, Spanish, Swedish, Turkish.
Windows 8.1 Enterprise Preview supports product key activation:

Buildstring: 6.3.9431.0.winmain_bluemp.130615-1214
Is the same client version but just Enterprise SKU.

No need to upload as the ISOs are already packed up and already uploading. Note however that the x64 Korean version is missing since Technet links to the x86 version, even when you select x64. So until Microsoft fixes this it will be unavailable. Also, Enterprise isn't available on MSDN just yet (don't know why Microsoft are always so slow on this).

I don't think they are late on this. I believe that they want the user to run the way through signing in on their account and doing the upgrade. It is part of the telemetry to see if it works properly prior to finish RTM

Well Microsoft has released the client version of Win8.1 beta as well as other betas on Technet, so I don't see why they should be late with this one...

I know because I loaded the 8.1 preview 6 minutes after go from technet on June 26.
They certainly have reasons to do so in this case and I'm sure it has nothing to do with lazy or slow go.

Has anyone tried a Enterprise 8.0 to 8.1 Preview upgrade install?
I have read about problems doing this in a VM in the TechNet forums, it has worked on real hardware though someone posted over there.

He certainly means the option to boot directly to desktop and leave the Start screen behind
