Build 4084.main.040517-0915 looks like almost all other 408x and 409x builds, it is missing a lot of features. Microsoft has realised that Longhorn was doomed and tried to exclude everything than start adding the features slowly one by one.

Full Build
On the UX.Unleaked Blog it is show that it is missing several tiles, but it shows an different default theme then when you install it and it is not missing tiles, wallpaper is included but start menu (All Programs) is almost empty except for the Migration Wizard, IDW Logging and Windows Messenger.
