It features support for running DOS applications under Windows, a monochrome EGA display driver and stability improvements. It's also the last known build to include the source code of sample applications. According to a comment in the WININST.BAT file.

This release is designed for users of IBM and COMPAQ personal computers running MS-DOS or PC-DOS, with a graphical display adapter (CGA and Hercules adapters supported), a floppy disk drive, and a hard disk drive.
