FIX: Error message when you try to build or to deploy a report server project of SQL Server 2005 Reporting Services: "This implementation is not part of the Windows Platform FIPS validated cryptographic algorithms"

Microsoft distributes Microsoft SQL Server 2005 fixes as one downloadable file. Because the fixes are cumulative, each new release contains all the hotfixes and all the security fixes that were included with the previous SQL Server 2005 fix release.

SYMPTOMS

Consider the following scenario. You enable Federal Information Processing Standard (FIPS) compliant algorithms. In SQL Server Business Intelligence Development Studio, you create a report server project of Microsoft SQL Server 2005 Reporting Services (SSRS). When you try to build or to deploy the report server project, you receive the following error message:

This implementation is not part of the Windows Platform FIPS validated cryptographic algorithms.

Additionally, SQL Server Business Intelligence Development Studio may crash when you perform one of the following operations:

  • Preview the report.
  • Change the data source on the Data tab of Report Designer.


CAUSE

This problem occurs because SSRS uses the MD5 algorithm. The MD5 algorithm is not FIPS compliant.

RESOLUTION

Note Because the builds are cumulative, each new fix release contains all the hotfixes and all the security fixes that were included with the previous SQL Server 2005 fix release. Microsoft recommends that you consider applying the most recent fix release that contains this hotfix. Microsoft SQL Server 2005 hotfixes are created for specific SQL Server service packs. You must apply a SQL Server 2005 Service Pack 2 hotfix to an installation of SQL Server 2005 Service Pack 2. By default, any hotfix that is provided in a SQL Server service pack is included in the next SQL Server service pack.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

To enable FIPS compliant algorithms, follow these steps:

  1. In Control Panel, double-click Administrative Tools.
  2. In Administrative Tools, double-click Local Security Policy.
  3. In Local Security Policy, expand Local Policies, expand Security Options, and then double-click System cryptography: Use FIPS compliant algorithms for encryption, hashing and signing.
  4. In the System cryptography: Use FIPS compliant algorithms for encryption, hashing and signing Properties dialog box, click the Local Security Setting tab.
  5. On the Local Security Setting tab, click Enabled, and then click OK.
  6. Close Local Security Policy.
