SYMPTOMS
You may receive an error message when you try to install security update 923689 (MS06-078) on Microsoft Windows XP Service Pack 2 (SP2) or when you run Qfecheck.exe after you install security update 923689 (MS06-078).
RESOLUTION
This issue was resolved on July 10, 2007. This is documented in revision 3.0 of security bulletin MS06-078. No action is required on systems where the security update has been successfully installed. Customers who did experience this known issue and who did not install this security update will be reoffered the security update that is included with security bulletin MS06-078. Warning Serious problems might occur if you modify the registry incorrectly by using Registry Editor or by using another method. These problems might require that you reinstall the operating system. Microsoft cannot guarantee that these problems can be solved. Modify the registry at your own risk.
If you are running Windows XP Service Pack 2, you may receive the following error message when you install security update 923689 (MS06-078):
When this error occurs, Microsoft Windows Media Format Series Runtime will still be updated to the correct version if you continue with the installation. You can prevent this error by changing the Policy DWORD value to 0 in the following registry subkey:
HKEY_CURRENT_USER\Software\Microsoft\Non-Driver Signing
You may also need to change the Policy binary value to 0 in the following registry subkey:
HKEY_LOCAL_MACHINE\Software\Microsoft\Non-Driver Signing

822798 You cannot install some updates or programs
If you are running Windows XP Service Pack 2, and you run the Qfecheck.exe tool after you install security update 923689 (MS06-078), you may receive the following error message:
When this error message occurs, you must check the file version and the time stamp that is listed in the MS06-078 security bulletin to verify that the correct Wmvcore.dll file has been installed. If the file version and the time stamp are correct, the Wmvcore.dll file has been updated correctly, and you can safely ignore the Qfecheck.exe warning.
Note Reinstallation of the security update will not eliminate the Qfecheck.exe warning.
