INTRODUCTION
This article describes the changes to daylight saving time (DST) in 2007. These changes affect Microsoft Exchange 2000 Conferencing Server.

Starting in 2007, the start date and the end date for daylight saving time in the United States will change to comply with the Energy Policy Act of 2005. Therefore, daylight saving time in the United States starts three weeks earlier than it started in the past. Additionally, daylight saving time ends one week later than it ended in the past. The new start date and end date are as follows:
- Daylight saving time starts at 2:00 A.M. on the second Sunday in March.
- Daylight saving time ends at 2:00 A.M. on the first Sunday in November.
Some Microsoft products are affected by these changes to daylight saving time. Software updates for these products are currently being developed and tested. Some of these software updates are currently available. The rest of the software updates are scheduled to be released from December 2006 to early March 2007.
Exchange 2000 Conferencing Server users can organize conferences by using one of the following methods:
- Use Microsoft Outlook 2000 or a later version of Microsoft Outlook to create, update, and cancel meetings.
- Use Web Scheduler. Web Scheduler uses Collaboration Data Objects (CDO) to create and cancel meetings.
Because Web Scheduler uses CDO, you must apply the Exchange 2000 Conferencing Server software update on the server that is running Exchange 2000 Conferencing Server. This software update is not publicly available. You must contact Microsoft Customer Support Services to obtain the software update. How to fix meetings that were created by using Outlook
Note After you follow these steps and then run the appropriate time zone data tool against the user's mailbox, Outlook users must still verify that their calendar items are correctly scheduled.
To fix meeting in Exchange 2000 Conferencing Server that were created by using Outlook, you must download either the Exchange Calendar Update Tool or the Time Zone Data Update Tool for Microsoft Office Outlook. Then, follow the steps in the following Microsoft Knowledge base articles, as appropriate for your situation:

Important Do not run these tools against the Exchange 2000 Conferencing Server resource mailboxes. These tools must be run against only the users' mailboxes to fix the daylight saving time rules and to send updates.
Note All recurring meetings will be off by an hour during the delta period when you view the recurring meetings through the Web Scheduler. If these recurring meetings were created by using Outlook, you can work around the problem by using one of the following methods:
- Create exceptions by sending an update for each recurring meeting that occurs during the delta period.
- Allow participants to join the meetings from Outlook an hour early so that everyone will be able to join at the correct time.
How to fix meetings that were created by using Web Scheduler
When you create a meeting by using Web Scheduler, Web Scheduler sends an iCal request to all participants. This includes the meeting organizer. In this case, even though a user is the meeting organizer, Outlook does not recognize the user as the meeting organizer. Meetings that are created by using Web Scheduler cannot send updates. Therefore, if you want to change the time of a meeting, you cannot send updates by using Outlook or by using Web Scheduler.
The only way to update the meeting is to cancel the meeting by using Web Scheduler. However, this action does not send a cancellation iCal to the meeting participants. Therefore, the meeting still appears in the participants' calendars. This behavior occurs even though Web Scheduler has canceled the meeting. In this case, the participants must manually remove the meeting from their calendars.
You can use Web Scheduler in Exchange 2000 Conferencing Server to cancel the meetings in the delta period.
After you apply the required software updates, you must notify participants to delete the meeting from their calendars. Then, the participants must re-create the meeting by using Outlook or by using Web Scheduler.
Note This information applies to meetings that were created by using Web Scheduler. Meetings that were created by using Outlook are updated when you run the Exchange Calendar Update Tool or the Time Zone Data Update Tool for Microsoft Office Outlook.

Note After you follow these steps and then run the appropriate time zone data tool against the user's mailbox, Outlook users must still verify that their calendar items are correctly scheduled.
Note All recurring meetings will be off by an hour during the delta period when you view the recurring meetings through the Web Scheduler. If these recurring meetings were created by using Web Scheduler, the meetings will be off by an hour. However, non-recurring meetings appear correctly. To make sure that meetings are created with the correct time during the delta period, create the meetings as non-recurring meetings during the delta period.
