SYMPTOMS
When you try to restart or shut down a Windows Vista-based computer, the system may take a long time to restart or to shut down. Additionally, you may receive a message that resembles the following:
This problem may occur one or two days after you first start Windows Vista.
If the Language scavenge process is interrupted before the language pack scavenge process is complete, the system may take additional time to shut down. Additionally the Language scavenge maintenance process will restart every time that it is interrupted.
CAUSE
This problem occurs because the system must perform maintenance functions to delete unnecessary files. Typically, this process will occur one or two days after the Out Of Box Experience (OOBE) Wizard runs. Typically, the process occurs only one time. However, if the process is interrupted, it will occur several times.
This problem may occur if the computer was preconfigured with several language packs. After you run the OOBE Wizard for the first time and select a default language, Windows Vista runs a "language pack scavenge" process. Windows Vista removes the unnecessary language packs when the computer shut down or is restarted.
WORKAROUND
To work around this problem, wait for the process to finish.

Windows Vista removes any MUI language packs other than the one that is selected during the Out-Of-Box Experience (OOBE) Wizard. This frees the disk space that is consumed by the additional MUI language packs that are not used. Windows Vista starts a process that uninstalls the language packs and deletes the unnecessary files. This process typically occurs one or two days after the computer is first set up.
There are two phases to this process:
- The unnecessary language packs are uninstalled while the system is running and idle.
- The unnecessary files are deleted when the system is shut down.
If the process is interrupted either by user activity or by a sudden system shutdown that occurs because of power loss, the process will resume when the computer is started again. Therefore, it may appear that the system is performing the system cleanup again.
The time that is required to uninstall the unused language packs and to delete the files varies. The time depends on the number of extra MUI language packs that are configured on the system by the computer manufacturer and on the performance of the system. If all available language packs are installed on an entry-level system, this process may take several hours to finish.
