SYMPTOMS
You try to send a copy of a Microsoft Office Excel 2007 workbook that has restricted access as an XML Paper Specification (XPS) attachment in an e-mail message. When you do this, you receive the following error message:
You click Yes, and then send the e-mail message. When you do this, the e-mail recipient cannot open the XPS attachment. Additionally, the recipient receives the following error message:
This problem occurs even after you have granted Full Control permissions for the workbook to the e-mail recipient.
CAUSE
This problem occurs if the workbook is not saved before the e-mail message is created.
RESOLUTION
To resolve this problem, save the workbook before you send the e-mail message. To do this, follow these steps:
- Click the Microsoft Office Button, click Save, type a name for the file, and then click Save.
- Click the Microsoft Office Button, point to Send, and then click E-mail as XPS Attachment.
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

Steps to reproduce the problem
- Start Excel 2007.
- Click to select cell A1, and then type test.
- Click the Microsoft Office Button, point to Prepare, point to Restrict Permission, and then click Manage Credentials.
- In the Select User dialog box, click the name of your user account, and then click OK.
- In the Permission dialog box, click Restrict permission to this workbook, and then click Change.
- Double-click one or more users, and then click OK two times.
- Click the Microsoft Office Button, point to Send, and then click E-mail as XPS Attachment.
