SYMPTOMS

Windows Vista disk enumeration optimizations are disabled on certain Windows Vista-based computers that are using a hot swappable drive bay. This behavior may cause some perceived decrease in performance on start times.

CAUSE

This problem occurs because Windows Vista provides special handling of the hot swappable drive bay. The special handling resolves an issue that may occur because it can take 10 seconds for a hard disk drive device to fully spin up and to be recognized by Windows Vista when you hot swap the drive.
