CAUSE

This issue occurs because the Inetinfo.exe process prematurely unloads the Isatq.dll file from the address space. After the Inetinfo.exe process unloads the Isatq.dll file, any reference to the Isatq.dll file in the Inetinfo.exe process causes an access violation.
