SYMPTOMS
When you are running Microsoft Office Outlook 2007 on a Windows Vista-based computer, you cannot publish free/busy information from the Outlook 2007 Calendar to an FTP server. When you try to publish free/busy information to an FTP server, Outlook 2007 creates a .vrb file on the FTP server. However, the size of the .vfb file is 0 bytes. The file does not contain any free/busy information.
Additionally, if you perform a network trace of the FTP session, the following error message is logged:
CAUSE
This issue occurs if the Windows Firewall on the Windows Vista-based computer is preventing the FTP protocol from successfully making a connection to the FTP server.
WORKAROUND

To work around this issue, add Outlook 2007 as an exception in Windows Firewall. To do this, follow these steps:
- Open the Security Center. To do this, click Start, type wscui.cpl in the Start Search box, and then click wscui.cpl in the Programs list.
If you are prompted for an administrator password or for confirmation, type your password or click Continue. - Click Windows Firewall, and then click Allow a program through Windows Firewall.
If you are prompted for an administrator password or for confirmation, type your password or click Continue. - Click the General tab, and then click to clear the Block all incoming connections check box, if it is selected.
- Click the Exceptions tab, click Add program, and then click Browse.
- Locate and then click the Outlook.exe file. Then, click OK.
By default, the Outlook.exe file is located in the following folder:Drive
:\Program Files\Microsoft Office\Office12\Outlook.exe - Verify that Outlook appears in the list of exceptions. Make sure that the check box next to the Outlook entry is selected, and then click OK.
