SYMPTOMS

You try to install Microsoft Exchange Server 2007 on a computer that has Windows PowerShell installed. However, the installation process fails when it starts to copy Exchange 2007 files. Additionally, the following information is logged in the Exchange Server Setup Progress.log file:

Installing product C:\Documents and Settings\Administrator.BETATIGER\Desktop\569.03\amd64\exchangeserver.msi failed. The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance. Error code is 1601.

CAUSE

This issue may occur if the Windows Installer service is disabled.

WORKAROUND

To work around this issue, enable the Windows Installer service. To do this, follow these steps:

  1. Click Start, click Run, type services.msc, and then click OK.
  2. Double-click Windows Installer in the list of services.
  3. In the Windows Installer Properties dialog box, click Manual in the Startup type list.
  4. Click Apply, and then click OK.

When you try to install Exchange 2007 or Windows PowerShell, the Windows Installer service must be running. If the Windows Installer service is not running when you try to install Windows PowerShell, you receive the following error message:
