SYMPTOMS

You experience slow TCP/IP performance and long data transfer delay times on a Microsoft Windows Server 2003-based computer or on a Microsoft Windows XP Professional x64 Edition-based computer. This behavior causes some time-critical applications to fail. Additionally, other users take a long time to log on to the domain. This problem occurs if the following conditions are true:

  • The network has a long latency period.
  • High-bandwidth data is being transferred over the network.

CAUSE

This problem occurs because the Tcpip.sys driver incorrectly sends a network packet when the receive window of another computer is full.
