SYMPTOMS

When you start a Microsoft Windows Installer (MSI) installation in Microsoft Windows Server 2003 by using Msiexec.exe, you may receive the following error message:

Error 1303. The installer has insufficient privileges to access the directory %SystemDrive%:\Config.Msi. The installation cannot continue. Log on as administrator or contact your system administrator.

Typically, you may experience this problem when you are performing a disk-intensive operation during an installation that uses Msiexec.exe.

CAUSE

This problem may occur on slower computer systems.

RESOLUTION

Service pack information

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Windows Server 2003 Service Pack 2.
