SYMPTOMS
Migration of email server iPlanet (LDAP and IMAP compliant mail system) to Exchange Server 2003 fails to create user objects in Active Directory.
Using the Migration Wizard options "Migrate from Internet Directory (LDAP via ADSI)" or "Migrate from Internet Mail (IMAP4)" and possibly others.
Error Event ID only shows 15001 failed to create user object with no clear explanation why we failed.

CAUSE
Customer environment has security policies set for password length and complexity (this prohibits all or part of user name as a password).
Failed to create a user when wizard account creation options were set to use "username" as "password".
RESOLUTION
When account creation options are set to generate a random password user creation is successful.
